How from Hero Submod 3.1 add Damrod and Madril in normal(without Submod) Edain Mod 3.8.1 ?

You have to copy all the codes, which are used.
That are first of all their Object inis. Also their specialpowers, commandbuttons, commansets, OCLs, experiencelevels, attributemodifier, buttonimages and the descriptions in their commandbuttons. That is very much work, so if I were you, I would start with much easier things or just play the HeroSubMod if you want to play them.

How to create a new .ini ?

To create an new ini open the Windows Eitor or Notepad:

select the codes, copy them and insert them into the new document then save this file and replace the .txt in the end of the filename with .ini
