Like both ideas, but I think that idea about Necromancer and Mordor's Main Tower was discussed earlier. (Obviously team decided not to implement it for now. :( )
I think that idea about Necromancer's death and his retreat to base is good. One of reasons is of course situation when Sauron's ring form get wrecked, you can after some time give him again ring at same place.(Generally ring delivery to Sauron should be modificated, and Saruron ring form should be stronger insted, but that problem isn't for this thread. )There is also space for improvement in Necromancer's model, maybe with higher levels he should become something like this

And second thing regarding of tower - you are talking about it - yes, Saruman has such innovation and it means that it won't be unique for Necromancer.
But don't be afraid, it seems, that Sauron is still in progress. ;)

Well I disagree with you about this. In this movie he was bannished by White Council and movie represented this in some unique way. But if you take a look to Arda History you will find that Sauron was the most cunning being, and many times he fled from danger to safety:
* After his defeat by Lúthien, Sauron played little part in the events of the First Age. (possibly hiding from Morgoth's wrath)
* Armies of Númenór's King Tar-Minastir were finally able to defeat him at a last battle near Gwathló or the Greyflood in SA 1700. Defeated but not vanquished, Sauron retreated back to Mordor and began recouping his strength over the many centuries.
* Suspecting that Sauron had returned and was guiding the Nazgûl, the wizard Gandalf infiltrated the fortress in TA 2063 to confirm his theory, but Sauron fled into the East to conceal his identity.
* Gandalf the Grey made a second intrusion into Dol Guldur in TA 2850, and finally discovered that the Necromancer was indeed Sauron. Eventually, the White Council put forth their might and drove Sauron from Dol Guldur permanently in TA 2941. Anyway my point is when he is in any sort of danger he flee. ;) So, if in game units simply destroy his Body (His spirit always survive, which is used in this version of game) and he starts recovery it is more reasonable to do that on some safe place, not in middle of battlefield. (During History , after fall of Numenor, he hide (Spirit form, we talk about it in this thread.) and start recovering his body and his power. )

Agree, it won't be unique but my friend I presume that concept was implemented mainly because of movie scene with Sir Christopher Lee on top of Orthanc. (Also there is book lore, I know). And when you see Fire Eye on top of Barad-dûr, what comes to your mind? :D Main reason why I am forcing this is because of pervious idea about fleeing from battlefield. He can linger near tower or on it's top. And maybe he could in Necromancer form use his Fire Form ability on top of Tower(after he is refreshed), and then power Sauron Eye from palantir is refreshed. :P After recovery he could simply walk out of tower with standard comand (Like Saruman). (If something of this was discussed earlier on some other thread I am sorry! xD)
Also from top of tower he could use his influence ability on whole map. With this idea I am trying to take one's cue from Tienety, and his topic: http://en.modding-union.com/index.php/topic,30974.0.html xD
