Outposts as starting bases

Is it possible to make Outposts as the starting base? If yes, how? If no, why?
Also, I noticed the IA doesn't build outposts in all the maps I played until now, and if they start with an Outpost (like in the map I'm working on) they don't build anything. Why?

Currently it's not possible to make outposts starting points. (and it's also not planned for the future)
Why? Because it's not integrated in the libraries. :P

I think it is interesting To Start just with for Exempel dol amroth.

We have said quite often that we are not planning it. The question for something like dol amroth is also:
Which outpost will be spawned? the standard? Dol Amroth?

Even though I would love to have normal outposts as starting possibility there are no plans to change that.
