There actually is (one of our oldest threads), and I think it's a great idea to do something similar here. :)

As far as I know the thread is pretty simple: If someone knows of the birthday of a user and wants to congratulate him, he just posts it. Other people read it and join in on the celebration. From there it usually snowballs. ^^
