Well so the Dorwinion is located between Rhun and the Kingdom of Dale, due to that, there is elven AND a lot of men's, the avari elves are not a lot and they are the merchants of Dorwinion, they do commerce with rhun mirkwood and dale. The king is a men and nobles to, the merchants that provide the whole gold of the kingdom and then they have a big influence on the decisions of the king and it is not to please the nobles of the wine council that are the real assembly of the councillors of the king.
A great part of the nobles of Dorwinion have friend or family in the Rhun. The poors are magority from the Rhun.
The poors want an addition of Dorwinion to rhun and the nobles want to be their allies off course the elves don't want it it's dangerous for the commerce,...
So first we have the elves that give advice to the king to a better commerce , if he doesn't listen they'll go other where and it will be a bad thing for him (the elves use their magic to grow better the vines) and that the nobles don't like so they wa,t to see their influence grow.
