Help adding ability to a Hero

Hi! I love to make edits to Edain Mod to play in Singleplayer, and I was trying to add Ugluk's Dark Medicine to Mauhur. I added it in the command set, I added the power from Ugluk's INI, but when I use Mauhur, the power is greyed out. How can I activate it?
