Command Point Limit (Not Working)?

Hey all.
Need some help with limiting the command point factor in Edain.
As most of you know the standard skirmish setting is set to 1800 (maximum).
However, I am trying to set it to 1000 (in certain maps with scripts), but every time I try it, I have the ability to go past the limit I set.
 
Any ideas? Or is it just not possible?

The normal CP Limit is set to 1800 with global Scripts, which you can't modify directly for one map. If you set a Timer (2-5 seconds) for your CP Script, the global Scripts will set the max CP limit to 1800 and then your Scripts will set the max CP limit to 1000.
