Changing damage of GandalfWizardBlast in _edain_data has no effect

Hi, I was trying to change the values of Gandalf and Saruman Wizard Blast in weapon.ini but even when i changed the values, it had no effect. Furthermore I can't locate the files which allow me to adjust GANDALF_FORCE_ATTACK_DAM AGE either. Is there any reason why values can't be changed or am I doing something wrong?
