The mentioned 'souls' of all world's elements are nothing more than the various physical forms which they assume in reality: fire, water and the infinite broadness of the heavens. As the lay goes, each blessed gem was indeed claimed by the elements of Arda and shall forever lie where it was lost. Not even the Archangels are said to dispose of the power to retrieve them. The Silmarils will then be kept hidden from the hands of the later dwellers of Middle-earth, either buried in the fires of the deep earth, sunk in the inaccessible depths of the oceans or carried by the Mariner and his vessel through the vast spaces of the sky.
