Custom Hero as a starting Hero in War for The Ring campaign

Hello Sons of Gondor and minions of Sauron! I have a question.

What should i change in the edain Data.ini to make Custom Heroes as permanent starting heroes in the war of the ring campaign?
I think it should be in the livingworldstartingunits.inc but not quite sure what should i modify.

Help would be much appreciated! :)
