What if all Citadels could be garrisoned by several units? I feel like the citadel, being the heart of a fortress or base, should be able to be defended on its own, especially as a last ditch, desperate measure when enemies are closing in. Maybe be able to put in three units or something.

Also, what if certain heroes could be boosted in special, unique ways by being garrisoned in a citadel, similar to how Saruman is improved? Or what if certain ones provide a bonus to other gameplay elements? For example, I've always found it odd that Sauron in his disembodied form should be out on the battlefield. Keeping with the character, wouldn't he want to hide himself in the fastness of his fortress, similar to when in Barad-dur surrounding himself in darkness wreathing about it in cloud and shadow? He's fearful until he could reacquire the One Ring, after all, and from there could command his hosts. Maybe Sauron could be garrisoned and provide the cloud and shadow to shroud the base, which could translate, in gaming terms, into decreased range and line of sight for ranged units, like trebuchets, who try to approach the citadel he's in. Something like this that's appropriate to every faction would make the citadel even more central while bringing Middle-earth to life in some surprising ways.

Garrisioning units in the citadel would be impossible for Isengard and likely impossible for Mordor and Dwarves too.

Saruman's system is also really specific and wouldn't work for most factions, in particular not for Dwarves and Mordor, because of technical constraints.
