I would advise against using the heroes from the campaign as they may be changed without appearing in the changelog. Which abilities from which heroes are locked?
If I take an example from Oin, we have his oil ability that's locked to level 3, to unlock it you simply have to remove ModuleTag_CreateAHeroOil FireEnabler and ModuleTag_CreateAHeroIgn iteOilEnabler and change the StartsPaused in ModuleTag_CreateAHeroOil FireStarter and ModuleTag_CreateAHeroIgn iteOilStarter to No. You can apply a similar change to all the other abilities, even the one with level one. Just check the abilities that have a StartsPaused = Yes, change it to no and remove the "Enabler" module.
