I thought about replacing ered luin secondary heroes with the campaign ones. But I found a bug where descriptions of their special powers do not appear.
What should I do?

I would advise against using the heroes from the campaign as they may be changed without appearing in the changelog. Which abilities from which heroes are locked?

If I take an example from Oin, we have his oil ability that's locked to level 3, to unlock it you simply have to remove ModuleTag_CreateAHeroOil FireEnabler and ModuleTag_CreateAHeroIgn iteOilEnabler and change the StartsPaused in ModuleTag_CreateAHeroOil FireStarter and ModuleTag_CreateAHeroIgn iteOilStarter to No. You can apply a similar change to all the other abilities, even the one with level one. Just check the abilities that have a StartsPaused = Yes, change it to no and remove the "Enabler" module.

The heroes from the Hobbit Campaign are still at a Beta stage and not intended for usage.

Making them available in any submod is therefore not allowed.

Send a message to the Contact people of the mod, so either Gnomi (https://modding-union.com/index.php?action=profile;u=5) or Elendil (https://modding-union.com/index.php?action=profile;u=3728) explaining that you want to publish a submod and the features of the submod. The Team will discuss whether to allow the submod or not (more of a formality in this case) and then give you their decision. If you get the approval of the team, you can open a thread in https://modding-union.com/index.php/board,268.0.html for your submod, there you can explain what your submod those, how to install/uninstall it and anything else. All the discussion related to the submod will then be focused in that thread, so if you want to post updates or news you can do it in the thread you created.

It's normal if the sent PM doesn't appear, if you want to save a copy of the sent PM you have to check the box under it. Should have been sent fine.
