Radagast As a Hero

The question is simple, how can I add Radagast as a hero to a faction? (Imladris for example) Can someone explain me if there is a way for that? Thanks already  :)

Elendils Cousin 3. Grades:
Add him to the list of Imladris heroes in the playertemplate.ini.
