Sorry this is the wrong Thread! This is just for the Heroe Submod. If you want to post a concept, then do it in the Concept-discussion (this is a link)! And then you should be more specifically; something like: 'Here i've got a new concept, how about a new building gor arnor?' And then you write exactly what building it is, you want to see in the mod and what functions it has...

I can´t talk for CMG but this Mod focuses on heros. So i think a new Arnor building(what building do you excetly mean?) won´t be added.

CMG:
The files should be included in your big, too. Adding them to the asset.dat isn't enough.
But this isn't the right place for such a discussion. You should post your problem in the Modding-Corner.

The heroe-submod is a submod for edain mod, so why don't you write it in the thread I  linked in my former comment?
