i actually think that this new patch will be (like2.2) awesome, just i've got a few questions:

1º. do all the factions will have the same building process?? or they'll be like Isengard
2º. do the uruks(isen) will be faster (well faster than men)
3º. wont angmar last power (ûduns gate) will make it very overpowered...

& as always i've got a sugestion:

maybe when you built orthanc, instead of the tainted floor it may appear a beauty garden where mills can cut the trees :)

& all the walls (all the factions) r a bit weak so they may be a bit stronger

and can anyone explain me what mean the power of saruman when he is in his 1º stage:

the lord of the white council ('cuz i think it doesnt work)

and when he is at the manycolored stage:

word of dubt (i know it makes him slower but what else) xD

No, Isengard will be the only faction with this process.

No, Angmar won't be overpowered with that ability. It costs so much Spellpoints and it disappears very fast.

To the other questions:
I don't know exactly, what this abilitys do.
Perhaps somebody else can answer here
