How to upgrade Nazgûl such as Witch-king, Khamûl and other? It said that Arsenal have to be under Sauron influence. I use Sauron influence on it and a flag show up, but I still cannot upgrade them. Can anyone tell me how to?

You have to apply "Sauron influence" (Sauron's spell on the level three) on the citadel and then you can buy upgrades for Nazguls. Not arsenal but citadel. :)
