I have an idea for the normal orc warriors.
Perhaps they can cost 50 resources with a level 1 orc pit.
And cost 0 resources with a level 2 orc pit.
That could balance Early game more for mordor.
For Rohan.
They would need a nice buff to go with a nerf to the only good stage of the game they have(I suggest you go the Rohan suggestion section and pick your buff).
Theodon's traiters could last only two minutes- instead of three.
Traiters of rohan could do 10% less damage (If needed).
A-lot of the time when I get rohan vs isengard/mordor I just charge with corrupted theodon and 3-4 battalions of peasants, use his corrupt abillity on 2-3 hordes, and take his production building out/take his inner resource buildings.
They really are strong :/.

At the Moment, their EG ist good.
Mordor must decide if they make orcs or Money and Rohans peasents aren´t so strong if you know how to beat them.
They´re Balance in this Version is one of the best in 4. history.

I cant really talk about rohan, cuz i dont like this fraction, so i dont play it xD
But i am really against ur first suggestion, cuz as they other guys said: mordors EG is already balanced. The only reason why their EG is possible this way is cuz of the free orcs. If they would cost ressources, even if its just 50 with pit 1, the orc spam would be impossible. Mordor need to spam orc all the time in EG to deal with other troops, and this spam would be impossilble if they werent free. Mordor need its money for other stuff^^
Also, Sauron wouldnt pay for his orcs. They are just dirty slaves for him who fight if they r told to, so I thing it is also better relating to the books/films if orcs are for free.
